摘要
资源型城市是因资源的开采而兴起或发展壮大且资源及相关产业在当地
经济结构中占有重要地位的城市资源型城市的产业结构呈现出强烈的资源依
赖性和单一性发展到一定阶段陷入矿竭城衰的困境生存发展面临严峻的考
验产业结构的调整势在必行我国资源型城市的分布以东北地区最为典型
资源型城市的转型成为振兴东北老工业基地的重点和难点本文选取辽中地区
的鞍山抚顺本溪作为研究对象对资源型城市的产业结构调整进行多层面
的研究
从产业结构调整的理论和原则出发辽中地区资源型城市应大力发展现代
农业和现代服务业优化工业内部结构国内外的学者对资源型城市进行了大
量的理论研究国际上也不乏一些资源型城市产业结构调整的成功案例例如
美国的休斯敦德国的鲁尔区法国的洛林等本文全面地比较分析国内外资
源型城市的转型案例结合辽中地区三个资源型城市的特点对其产业结构调
整模式进行判断抚顺市的煤炭资源已经枯竭本文采取区位商法对抚顺进行
产业优势判断再采取区内相对比较优势基准对其新的主导产业的选择进行判
断鞍山市的铁矿资源丰富本文采取产业综合评价值法通过对产业的各项
技术经济和社会指标的计算对接续产业的选择进行预测本溪市煤炭产业
已不复存在整个城市经济由钢铁单撑应利用其资源地理优势发挥中心
城市的带动作用培育接续产业
本文通过研究得出以下结论对于资源枯竭的抚顺支持其发展成长性好
的产业作为新的主导产业对于资源处于稳产期的鞍山和本溪一方面拉长资
源产业链条另一方面要未雨绸缪积极支持培育新兴优势产业基于区域经
济一体化提出产业结构调整的对策

辽中地区资源型城市的产业结构调整问题研究
Abstract
Resource-based cities are the ones that rise or develop because of exploration of
resource, and resources industries and resource-related industries occupy an important
position in the structure on local economy. The industry structure of resource-based
cities often depends on resource strongly so they will face plight when they develop
to a certain stage. Northeast China is the most typical region for resources-based
cities and the transformation of resource-based cities es the focus of
revitalizing the old industrial bases in northeast. This paper chooses Anshan, Fushun
and Benxi as study objects to study adjustment of industrial structure in resource-
based cities.
From the theory and principles in adjustment of industrial structure, resource-
based cities in the middle of Liaoning province should vigorously develop modern
agriculture and modern service industries. Domestic and foreign scholars have done a
lot of research on resource-based cities, and there are many cases that resources-based
cities have adjusted industry structure essfully. For example, Houston in United
