我国城市社区治理中的居民参与问题研究
中文摘要
我国城市社区治理是在社会转型的大背景下展开的,随着单位制的解体和
社区制的萌芽而发展,是我国城市基层权力重组的重要环节。治理理论强调主
体的多元化,主张在公共管理过程中形成政府与社会的互动关系,因此在社区
治理中居民参与的作用就显得尤为重要。本文在深入分析当前国际国内对社区
治理中居民参与研究现状的基础上,采用多种研究方法对我国城市社区治理中
的居民参与问题进行研究。首先介绍了社区治理的基本理论问题,阐述了社区
治理和居民参与的基本内涵,居民参与在社区治理中的重要作用。其次,介绍
了我国城市社区治理兴起与发展进程中的居民参与,在梳理我国城市社区治理
的兴起与发展进程的基础上,肯定了居民参与取得的进展,同时也指出了在参
与主体、参与内容、参与渠道、参与意识和能力等方面存在一些不足,这些问
题严重制约了居民参与社区治理的发展。究其原因主要有历史传统因素、政府
职能和角色定位的影响、居委会自治功能缺位、居民对社区的依赖和利益相关
度低、参与期望与参与现实的矛盾、以及社区法制环境的不健全等。针对以上
不足和原因,从我国的实际情况出发,加强和完善我国城市社区治理中的居民
参与,一方面要转变政府职能,强化居民参与的外推力量。即政府要加快改革
进程,加大对多元主体的培养力度;另一方面要努力提升社会自组织能力,提
升居民的参与意识和参与能力,促进居民参与的内源式发展,最终建立多元主
体良性互动的治理模式。

Abstract
China's munity governance is carried out in the context of social
transformation and developed with the disintegration of the system of unit and the
sprouting of the system munity, which is the important part of anizing
the grass-roots power. Governance theory stresses the diversity of the main, which
advocates some interaction between government and society, therefore the role of
resident participation munity governance is particularly important. On the
basis of the in-depth analysis of current international and domestic research of the
resident participation munity governance, this article uses a variety of
methods to research the resident participation munity governance. Firstly, the
basic theory munity governance of resident participation, the basic
connotation munity governance and resident participation, and the important
role of resident participation munity governance are introduced. Secondly, the
introduction of the rise and the development of Chinese munity
