长株潭城市群高等教育资源共享机制研究

摘要
构建长株潭城市群高等教育资源共享机制,实现城市群内部高等教育资源共享,
是坚持教育创新,深化高等教育改革,优化高等教育结构,提高高等教育的质量和
管理水平,实现高等教育资源共享是回应知识经济时代发展要求、落实我国全面建
设建设小康社会目标和实践“两型社会”建设蓝图的题中应有之义。从机制的内涵
出发,将共享机制视为一个大的系统,这个大的系统由运行子系统和保障子系统两
大子系统构成,即运行机制和保障机制。运行机制包括三个部分,即宏观决策系统、
中观动力系统和微观操作系统。宏观决策系统要解决的问题包括出台鼓励高等教育
资源共享的政策和推动高等教育资源共享相关的立法。中观动力系统要解决的问题
包括人力资源、物力资源和财力资源的共享。微观操作系统要解决的问题是为长株
潭城市群高等教育资源共享提供可操作的平台。这些问题在随后的保障机制中得到
了相应的解决。保障机制包括政策保障、管理保障和技术保障三个部分,这三个部
分与运行机制中的决策系统、动力系统和操作系统一一对应。长株潭城市群高等教
育资源共享机制就是由运行机制和保障机制两个子系统相互联系、相互推动而成的。

Abstract
Construction of Changsha-Zhuzhou-Xiangtan City group share a mechanism of
higher education resources, the realization of the city groups within the higher education
resources are shared, and insist on education innovation, deepen the reform of higher
education, optimizing the structure of higher education, higher education to improve the
quality and level of management to achieve higher education Sharing resources is a
response to the requirements of the development of knowledge-based economy era,
China's implementation of prehensive construction of the building of a well-off
society and the objectives of the practice of "society" in the title of the blueprint for the
building due. From the connotation of the mechanism, the mechanism will be shared as a
large systems, this system run by the security sub-system and sub-systems constitute the
two major sub-system, that is, the operating mechanism and safeguard mechanisms.
Operating mechanism consists of three parts, namely, macroeconomic policy-making
system, the concept of micro-power systems and operating systems. Macro
decision-making system to solve problems, including the introduction of higher education
to encourage the sharing of resources and policies to promote the sharing of resources of
higher education-related legislation. In view of the power system to so
