摘要

“农业兴则百业兴,农村稳则天下宁”, 中国是一个农业大国,农业、农村
和农民的问题,一直是关系国家兴衰的重要问题。“三农”问题能否获得比较满
意的解决同样也决定着我国全面建设小康社会宏伟目标能否顺利实现。因此,全
面建设小康社会最艰巨、最繁重的任务在农村。也正是从这一实际国情出发,党
的十六届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十一个
五年规划的建议》明确提出了建设社会主义新农村的重大历史任务。新农村建设
是党中央为协调我国现代化建设总体布局、全面建设小康社会、构建社会主义和
谐社会而采取的一项重大战略决策。它关系到国计民生,意义重大,影响深远。
提高农村公共服务供给是建设社会主义新农村急需解决的问题,而政府提升在农
村公共服务供给中的责任至关重要。我国政府在农村公共服务供给中的责任现状
是,既取得了巨大成就,也存在明显不足。本文从新农村建设中公共服务供给政
府责任的存在缘由入手,阐述了新农村建设中政府公共服务供给的基本内容;论
述了新农村建设中政府公共服务供给的责任构成以及政府承担新农村建设公共
服务供给责任的意义;探讨了农村公共服务供给的政府责任中存在的问题及背后
深层次的原因;最后从加大政府对农村公共服务供给的投入力度,创新公共服务
的体制,创建农村公共产品的融资新机制,构建农村公共服务需求的表达机制,
建立健全地方政府履行公共服务责任的监督制约机制几方面系统提出了完善公
共服务供给政府责任的具体措施。

Abstract

"If agriculture is popular, all professions are popular; if rural area is stable, the
whole society is peaceful”. China is a great agriculture country. Problems related with
agriculture, rural area and peasant create close relationship with the country’s
development. Comparatively satisfied solution of "three agriculture” problems
simultaneously determinate whether our country’s grand goal to build up an overall
well-to-do society e true smoothly or not. The most arduous and strenuous
mission for building well-to-do society all round is in rural area. Also exactly starting
from our country’s reality, the 5th Plenary Session of the 16th CPC Central
Committee examined and adopted the related proposal that put forward the historic
significant task of building new rural area. The mittee of the Party took
the great strategic decision--New rural area building in order to harmonize entire
allocation of modernization in our country, to build an overall well-to-do society, to
construct harmonious society of socialism. It is related to nation's economy and
