论文提要

近年来,我国与世界各国的贸易来往日益密切,对外贸易连连顺差。巨额顺差一
方面显示了我国经济实力的增强,中国的国际影响力也越来越大,另一方面却使人民
币面临升值压力,境内流动性过剩。人民币作为中国的法定货币,在国际金融市场上
的知名度也越来越高,在与边境贸易中,一些国家开始使用人民币计价和支付,人民
币甚至于在周边一些国家流通。如果人民币在境外达到一定的流通规模,就会客观上
要求一个离岸市场来办理相关业务。借助香港与我国的特殊政治关系,可以利用好香
港这个国际金融中心,发展人民币离岸业务,建立人民币离岸金融市场,促进经济的
发展。
本文首先介绍了成熟离岸金融的基本理论,以对人民币离岸金融的发展提供了参
考标准。接着以人民币国际化的趋势为基础,分析了发展人民币离岸金融的必要性;
以人民币在境外的供需前景为基础,分析了建立人民币离岸金融市场的可行性;结合
香港现有的国际金融中心优势、香港与中国内场的经济联系,得出香港是建立人民币
离岸业务中心的最佳区位。然后,介绍了人民币离岸业务在香港发展的现状以及进一
步发展所面临的问题。最后提出了一个大致的发展构想,以及解决人民币离岸业务发
展进程中遇到的相关问题的建议。
结论是在香港发展人民币离岸业务,从而建立人民币离岸金融市场,必须按部就
班,方可步步为营。

Abstract

Recent years, China’s trade with other countries has been close day by day, there’s
foreign trade surplus every year. On one hand, the huge surplus shows China’s economy
has been more prosperous, makes the international social impact of China rise, on the other
hand, it makes China’s RMB face the pressure of appreciation and excess liquidity. As
China’s legal tender, RMB’s international fame has been improved. Some Chinese trade
partner countries start to use RMB as settlement currency, RMB even been used in some
adjacent countries. If the outside of RMB flow reaches a certain size, it will objectively
require an offshore market to handle the related businesses. With Hong Kong and China's
special political relationship, we can make good use of Hong Kong as an international
financial center, develop offshore RMB business, to establish an offshore RMB financial
market, and promote economic development.
This article first introduces the basic theory of mature offshore in order to develop
offshore finance of RMB as a reference standard. Then based on the trend of
internationalization of RMB, analyze the need for the development of offshore RMB;
