城区经济发展中的政府职能摘要
摘要
随着经济社会的快速发展,城市与城市之间的竞争日趋激烈。这种竞争从根
本上表现为城市资源配置水平、城市功能和城市品牌的竞争,而发展城区经济则
是提升城市竞争力的重要路径选择。
城区政府的经济职能在现代经济中具有相当重要的作用。尤其在中国社会主
义市场经济发展的历史条件下,城区政府在促进城区经济发展的过程中,应当通
过稳定社会经济秩序提供宽松的外部环境,通过建立制度框架提供激励机制,通
过基础设施建设提供动力系统。我们必须意识到,只有通过不断变革改善城区政
府经济职能,才能真正实现城区经济的持续稳定发展。
本文通过对沧浪区“城区经济发展”中政府的职能研究,主要是从理论上回
答城市政府在市场经济体制下该如何有效配置城市资源的问题。首先,介绍了“城
区经济发展”在新时期的涵义,确定了城区经济发展的主体是城区政府;归纳了
国内外城区经济的基本理论和模式,提出城区经济发展是一个系统化工程,需构
造一个完善的系统导向的经营模式。其次,坚持政府引导、规划先行、市场运作、
创新驱动,加速发展生产性服务业,提升发展消费性服务业,创新发展公共服务
业,着力打造以现代服务业为主,传统服务业不断提升的产业发展格局,努力把
沧浪建设成为苏州市的都市消费首选区、科技创意示范区、文化休闲特色区、品
质生活引领区。并为沧浪区政府的城区经济的发展给出了一些建议。

ABSTRACT
Along with the rapid development of social economy, the city and the increasingly
petition between cities. petition is fundamentally the allocation of
resources city, urban function and city level petition and development of brand of
urban economy, petitiveness is the important path selection.
The city government economic functions in modern economy has an important role.
Especially in the development of China's socialist market economy condition, the
history of the city government in promoting the development of urban economy, social
stability and economic order shall be provided by the external environment, loose
through establishing the system framework provides incentive mechanism, through the
infrastructure provide dynamic system. We must realize that only by constantly changes
to improve urban government's economic function, can we truly achieve the urban
economy sustainable and stable development.
