文档介绍：摘要 Y2321 091 计划生育政策作为我国一项长期的基本国策。为维护该项基本国策的贯彻落实,保护公民的合法权益不受侵犯,实现人口与经济、社会、资源、环境的协调发展,国家向不符合法律规定生育子女的公民征收社会抚养费。社会抚养费征收政策效果的好坏直接影响了我国计划生育政策的目标,影响着我国经济社会的长期可持续发展。来安县地处皖东,属于农村人口占多数的安徽省传统的农业县。其地理位置毗邻江苏省,县域内特有的流出人口特色较为明显,这给来安县的计划生育工作、社会抚养费的征收带来一定的难度和挑战。因此,来安县在征收社会抚养费经验和实践出现的问题及解决办法,通过对来安县的个案研究,从而为安徽省乃至我国的社会抚养费征收政策提供借鉴。本研究共分为五个部分,第一部分主要介绍研究论文的研究背景和意义,社会抚养费征收政策的研究现状、本论文研究的思路、主要研究方法以及研究框架。第二部分主要论述了我国社会抚养费征收政策的历史沿革、实施意义和目前我国社会抚养费征收政策的政策体系及其缺陷。第三部分主要是根据相关文件资料和社会调研材料,通过比较来安县社会抚养费和人口方面的数据,来分析来安县社会抚养费征收政策实施的效果。第四部分和第五部分,主要论述了来安县社会抚养费征收政策实施中的问题,针对问题提出了相应的对策建议。来安县经济社会快速发展的过程中,如何才做到县域内人口与经济、社会、资源、环境的协调发展,成为考验政府执政能力建设成效的重要标准。本论文希望通过研究调研,旨在能够为来安县社会抚养费征收政策实施提供政策效果的评估和反馈,更为我国更多县域的社会抚养费征收和计划生育工作提供借鉴和建议。关键词:社会抚养费;社会抚养费征收;计划生育政策;来安县 Abstract The family planning policy has been China’S long-term basic national policy since the maintenance ofthe implementation ofthe basic national policy toprotect citizens’legitimate fights and interests,to achieve the coordinated development ofpopulation,economy,society,resources,enViron】men_t’countries do not meet the legal requirements ofchildren ofcitizens Assessments for this purpose.
