外商直接投资对产业结构升级的影响研究-以苏州为例

摘要
外商直接投资与我国产业结构升级的关系问题,始终是国内学术界深入研究
的重大课题。本文在分析外商直接投资对产业结构升级的作用机制的基础上,以
苏州市为例,就其在产业结构升级中外资的作用进行实证研究,并就存在的问题
提出相应对策。
文章首先对国内外已有的研究进行了回顾,然后分析了外商直接投资对产业
结构升级的作用机制,指出 FDI 促进产业结构升级的四种途径。在此基础上,以
外商直接投资最活跃的地区之一—苏州市为例,通过对 Cobber-Daoglas 生产函
数加以变形以及建立简化了的 Feder 模型的方法,从经济拉动作用、投资带动作
用、产业结构转换效应、技术溢出效应以及负面效应五个方面实证分析了外商直
接投资对苏州产业结构升级的影响。实证结果表明,外商直接投资对苏州三大产
业间产业结构演进的推动作用并不明显,但是对于第二产业内部结构的升级,尤
其是对制造业内部结构的升级起到了显著的推动作用。
针对理论分析、实证检验的结果和苏州市未来经济发展的定位,文章最后就
如何更好地利用外商直接投资促进苏州的产业结构升级提出了三点建议。第一要
对利用外资战略进行调整,不断提高自身在国际分工中的地位;第二要进一步加
强对外商直接投资的产业引导,充分发挥外商风险投资基金对高新技术产业发展
的促进作用,积极引导外资投向现代新兴服务业,提升产业层次;第三要从政府
和企业两方面入手,通过营造具有竞争性的市场环境、加大本土企业的研发投入、
完善配套制度建设、吸引跨国公司研发中心来苏集聚等措施,提高外商直接投资
技术溢出效应对苏州产业结构升级的促进作用。

Abstract
About the effect of FDI on Chinese industrial structure upgrading,many
scholars have made deep researches from different angels and have achieved a lot.
On the basis of analyzing the function mechanism of FDI to industrial structure,this
paper takes Suzhou as an example to do some empirical researches and puts forward
some suggestions for taking advantages of FDI.
First of all,the author summarizes the related researches in home country and
foreign countries. Then he analyzes the four types of function mechanisms of FDI to
industrial structure upgrading. On the basis of the above analysis,author takes
Suzhou for instance to do some empirical researches on it,which include promoting
economy increasing,pushing forward the investment,adjusting the industrial
structure,the effect of technology spillovers and the negative effects. The conclusion
is:on the whole,FDI does not upgrade Suzhou’s industrial structure,but to the second
industry,especially to the upgrading of internal structure of manufacture,FDI
contributes a lot.
