文档介绍：天津师范人学公共管理硕士(MPA)研究生学位论文摘要在完善社会主义市场经济体制的过程中,政府管理模式也不断从传统的行政管理转向公共服务。自从上世纪九十年代以来,我国电子政务经历了政府上网工程、政府办公自动化、面向企业的行政审批电子政务发展等阶段,目前建设面向居民服务的电子政务理论与实践的研究,是创建和谐社会目标的重要基础。本论文从电子政务的基本理论和国内外相关研究成果入手分析了我国面向居民服务的电子政务现状与存在问题,通过借鉴企业管理中“企业资源计划(ERP)"的思想, 创新性提出构建面向居民公共服务电子政务的模式。文章首先分别阐述了电子政务和 ERP的内涵,并论证了ERP思想与构建电子政务体系的适用性。然后论述了面向居民公共服务的电子政务内涵和功能,建设面向居民公共服务的电子政务必要性以及基于ERP 思想构建面向居民服务的电子政务理念与原则,并利用ERP中资源整合、快速反应、高效协同的思想重点分析了面向居民公共服务的电子政务模式。最后以塘沽区政府为例, 通过梳理政府职能及居民办理事项,提出建立“区、街、居三级服务体系,二个平台, 一个居民基础信息数据库”的为居民公共服务的电子政务模式。主要面向塘沽区居民, 提供本地化服务。各部门依托平台交换数据,开展跨部门协同办公,提高工作效率,方便居民办事和咨询。本文主要采用定性分析的方法,通过实际考察塘沽区各政府部门业务情况获取相关业务流程和基础数据,并首创性的将ERP中资源整合、快速反应、高效协同的思想运用其中,提出有效的构建面向居民公共服务电子政务的模式,并解答了面向居民服务的电子政务管理中需要完善的典型问题与应对方法。关键词: 电子政务模式ERP公共服务研究天津师范人学公共管理硕士(MPA)研究生学位论文 Abstract The economy system in our country has been developing from planned economy to market such a period of transition,the mode of government management has been also transforming from traditional administration to public 90s of last century, E-Government Affair(abbreviate asE—GA)in our country has been experienced several stages such as the governmental project of using , government office automation, and Administrative Examination and Approval System oriented to enterprises, present,the study on constructing an E—GAoriented toresidents both intheory and inpractice is an important basis of constructing a harmonious society.
