初始排污权的分配方式研究
摘要
排污权交易市场不但在美国等国家由概念变为现实而且在全球范
围内引起了高度的重视然而组建排污权交易市场在理论和实践中首
先要解决的一个关键问题是初始排污权分配问题因为初始排污权分配
问题即是组建排污权交易市场的起点和基础又是排污权交易中争议最
大和最困难的问题
初始排污权的分配方式主要有免费分配和有偿分配公开拍卖和标
价出售两种初始排污权的免费分配是基本的分配方式但采用免费
分配方式的难点在于确立分配原则和分配标准本文从信息经济学环
境经济学等现代经济学的基本思想与方法出发探讨了初始排污权免费
分配的原则分析了交易成本对初始排污权免费分配的影响阐述了初
始排污权拍卖所应采取的方式并基于 Montgomery 理论建立了初始排
污权定价的理论模型在此基础上本文结合我国经济发展和环境保护
的特点探讨了我国初始排污权的分配方式并设计了我国初始排污权
多级层次分配的模式
由于初始排污权分配不仅关系到厂商的自身利益而且关系到经济
的可持续发展问题因此初始排污权分配中需要研究与解决的问题很
多也很复杂尤其如何在我国有效地进行初始排污权分配需要研究
和回答的问题就更多了但愿有更多的学者进行这方面的研究和探讨

Abstract
RESEARCH ON THE INITIAL ALLOCATION OF
EMISSION PERMITS
ABSTRACT
Emissions trading program not es into a reality from
theory in USA, but also get highly emphasis in the whole world.
However, in the way to set up an emissions trading program is there
a key question to be solved in theory and practice that is the initial
allocation of emission permits, in that the initial allocation of
emission permits is the start point and basis of establishing an
emissions trading program, and meanwhile is one of the most
difficult problems in designing emissions trading program.
The initial allocation of emission permits includes free
allocation and non-gratuitous allocation. The free allocation of
initial emission permits is a basic allocation mode. However, the
difficult point of implementing such a mode lies in the
establishment of allocation discipline and standard. In this paper,
based on the basic ideas and methods, the author probes into the
disciplines on which free initial allocation is based, analyzes the
influence of transaction costs to the free initial allocation, discusses
which kind of auction is better suit for auctioning initial emission
permits, and sets up a theoretical mode for fixing a price at which
initial emission permits is to be sold. Based on the analysis above
