Today,the highway work has e alinkserving Ourtransport development and economic and socialdevelopment Ourcountry’S highway hasmade greatprogress,it alsofacesmany the current situation ofChina’S highway operations,the most prominent problem isthe low efficiency of highway operations,which ismainly reflected inthree aspects:charge of thehighway, comprehensive development along thehighway and way of the charge,higher chargingstandard,non—uniformed charging standards,prehensive development effortsalong thehighway andthelow management level and SO onare themajor causes ofoperational inefficiency ofthehighway. .Taking public property ofthehighway asthe basicpoint,and the main problems existing inthe current operators ofthehighway for afoothold,on the basisthatreading a lotofliterature,referencing theexisting achievements ofscholars from home and abroad, through acombination ofqualitative andquantitative analysis,this paper discussed the phenomenon and the reasons oftheopermional inefficiencies ofthehighway,SO astoseek ways toimprove operational efficiency and provide important guidance for thehealthy operators anddevelopment ofChina’ main conclusions ofthispaper are as follows: Firstly,based on theTheory ofPublicGoods,the paperanalyzed theproperties ofthe highway and theexisting problems,pointing out thatthehighway is aquasi-public goods, and ithassignificant externalan
