摘要
我国是一个农业大国,国家社会经济的健康发展、社会的稳定与
进步,依赖于农业的健康发展、农民收入的提高和农村经济的持续协
调发展。可以说,“三农”问题是我国改革开放和现代化建设的关键
所在,归根结底就是健康、有序的发展农村经济。而发展农村经济的
实质是有效的供给农村公共产品。中央政府提出以统筹城乡发展的战
略思想,实行以工补农、以城带乡,开展社会主义新农村建设,通过
改革和发展,给予农民更多、范围更广的优惠政策,增加农村公共产
品的供给。
本文就当前我国农村公共产品供给存在的问题,结合相关的理
论,对农村公共产品的有效供给问题进行了较深入的研究。本文第一
章对农村公共产品供给问题的研究背景,研究意义和研究现状进行了
阐述。第二章主要是研究公共产品的基础理论,包括公共产品的定义、
特征及分类,农村公共产品的概念、特征及分类,及其供给途径和基
本功能。第三章主要分析了我国农村公共产品供给的现状,介绍了建
国以来农村公共产品供给的制度变迁,重点分析了当前供给的主要问
题和成因,和对新农村建设的影响。第四章则针对我国当前农村公共
产品的供给现状,提出了具体的建议和对策。

Abstract
China is a large agricultural country. The health of the national
socio-economic development, social stability and progress, depends on
the healthy development of agriculture, increase farmers e,and
sustained and coordinated development of rural economy. It can be said
that "three rural" issue is the key of China's reform and opening policy
and modernization. In the final analysis, the only way to solve the "three
rural" issue is that healthy and orderly development of rural economy.
The essence of rural economy development is the effective supply of
public goods in rural areas. Central Government proposed to co-ordinate
the strategic thinking of urban and rural development to give farmers
more and wider range of preferential policies, and increase rural public
product supply, by implement industry nurturing agriculture, cities
supporting the countryside, and launches a new socialist countryside
construction.
In this paper, combined with the related theory, I deeply researched
the serious problem of the effective supply of public goods in rural areas
of China. The first chapter points out the research about the background,
significance and the current research of the supply of public goods in
rural areas. The second chapter is to study the basic theory of public
goods, including definitions,
