城市土地储备制度是我国土地供应制度的一项创新,它是在我国土地使用制度
改革实践过程中,借鉴国外土地银行经验发展起来的。城市土地储备制度在我国一
些城市确实起到了积极的效果,促进了土地市场的完善,国家也把建立城市土地储
备制度作为当前加强城市土地市场管理的一项重要政策要求各地贯彻实施。而城市
土地储备制度的运行模式对土地储备制度的执行效果有很大的影响。
本文从经济学角度,在土地市场不完全的条件下,研究建立政府授权监督下的
城市土地储备运行机制。本文首先回顾国内外土地储备制度发展的概况,并对国内
外学者有关土地储备制度的研究进行介绍和评述。接着通过对国内城市土地储备制
度的三种典型模式进行对比分析,提出建立政府授权监督下的城市土地储备制度,
并论述建立政府授权监督下的城市土地储备运行机制的必要性。然后从经济学和委
托——代理理论对建立政府授权监督下的城市土地储备运行机制提供参照系和理论
前提,并设计政府对土地储备经营公司的激励机制。最后通过完善土地储备制度相
关法律规范、建立有效的土地储备监管体系和加强部门之间的协调,来保证土地储
备经营公司帮助政府规范土地市场,盘活城市存量土地,服务国企改革,增加城市
土地经济供给,确保国有土地资产保值增值,落实城市规划等诸多社会经济目标。

Abstract
Land Banking system is an innovation, which has developed with the reference of
foreign Land Bank experience during the process of China urban land utilization reform.
Land Bank has founded in some cities and brought forth progressive effects, such as
having improved land market, valuing the existed land and so on. Many cities have set up
the urban Land Banking. Urban administrations in the countrywide have been also
required by the state to bring the system into effect as an important policy to enforce urban
land market administration.
On the basis of the economics, the thesis focuses on the operation system of Land
Banking under the supervision authorized by the government in the plete market of
urban land. Firstly, the thesis reviews the history of foreign and domestic Land Banking
and the research of Land Banking. Secondly, pares three typical operation systems,
followed by proposing the operation system of Land Banking under the supervision
authorized by the government. Then the necessary of the operation system of Land
Banking under the supervision authorized by the government is demonstrated. On the
basis of the theory of Agency by Agreement, we have made logical analysis of the
establishment and operation of Chinese urban Land Banking. Thirdly, the thesis gives a
