文档介绍：摘要摘要农村税费的改革使得乡镇财政的困境进一步加剧,从而导致了我国大多数欠发达地区的乡镇财政陷入了难以为继的局面。这样长久以来,会在一定程度上影响我国基层政权的日常运转及政府部门管理职能的履行。目前摆在基层政府面前的当务之急是,如何通过解决乡镇财政问题来进一步深化乡镇改革,从而达到巩固和加强基层政权的建设。因此,研究这一问题具有理论价值和实践意义。本论文通过文献导读、个案研究以及数据分析对比等方法,分析了当前X 镇财政收支及其债务的情况。阐述了当前X镇乡镇财政困境的表现形式,并进一步分析了造成X镇财政困境的主要原因,在此基础上结合我国发达地区关于解决乡镇财政困境的历史经验,提出解决欠发达地区乡镇财政困境的出路和对策。本文在结构上共分6章,其中:第l章为导论;第2章为相关理论概述; 第3章为欠发达地区乡镇财政困境的分析——-X镇为例;第4章为发达地区乡镇财政体制改革经验与启示;第5章为欠发达地区乡镇财政困境出路与对策;第6 章为结论与展望。本论文主要从四个方面提出解决欠发达地区乡镇财政困境的出路和对策, 第一是从培植支柱财源,大力发展乡镇经济的方面着手,通过各种渠道去引进外资的投入,从而推动当地经济的大力发展;通过鼓励当地农民从“打工经济”到“创业经济”的转型,进一步为当地带来支柱财源;第二是从完善乡镇的财政体制,并相应的出台一些配套改革方面做起,确保其体制的执行力度,为当地的财政减轻负担,提高资金的使用效率;第三是从财政转移支付的力度做起,从根本上化解乡镇的历史负担,从而缩小财政收支的缺口问题;第四是从通过提高乡镇民主的监督制度,去规范乡镇政府的理财行为。关键词:欠发达地区;乡镇财政;农村税费改革;转移支付制度 ABSTRACT ABSTRACT Thereformofrural taxesandmake tothemostin our country inlessdeveloped areas inthetownship financialdifficult for along time,will intheimpact on our country basicunitgovemment dailyoperation and government department ofmanagement function present inthebasicunit government priority now isbefore,how tosolvetheproblem by financial tofurtherdeepening thereform ofvillages and towns,SO as toconsolidate and sWengthen theconstructionofthe ,the researchhastheoreticalandpracticalsignificance.
