摘要
随着武汉市城市化进程的加速,武汉市的土地征收面积日益扩大,土地征收补
偿的公平性问题也渐渐凸显。该问题不仅引起了被征地农民的心理变化,更影响到
农村社会的和谐与稳定。因此,解决好土地征收补偿的公平性问题不仅是解决好“三
农”问题的需要,也是武汉市和谐社会构建的需要。
在此背景下,本文通过代际公平和代内公平两条主线对武汉市土地征收补偿的
公平性进行分析,并对武汉市土地征收补偿的公平的实现提出了相应的建议。
在结构上,本文分为五章:第一章为绪论,包括选题背景和研究意义、文献综
述、研究思路与方法等。第二章为武汉市土地征收补偿的政策概述和现状分析,通
过对武汉市现行的土地征收补偿相关规定的归纳和补偿现状的分析,来引出土地征
收补偿的公平性问题。第三章为武汉市土地征收补偿的代际公平性分析,主要包括
土地征收补偿的代际公平性判定和代际不公平的原因分析两部分。第四章为武汉市
土地征收补偿的代内公平性分析,也同样以土地征收补偿的代内公平性判定和代内
不公平的原因分析两部分为主。第五章为结论与建议,即针对前两章的分析找出导
致武汉市土地征收补偿不公平的关键因素,并提出增进武汉市土地征收补偿公平性
的举措。

Abstract
With the acceleration of the urbanization process of Wuhan, the growing area of
agricultural land has been expropriated, which gradually highlighted the justice problems
in the land pensation. These problems not only caused the psychological
changes in farmers whose land had been expropriated, but also affected the social
harmony and stability in rural areas. Therefore, solving these problems well is not only the
needs for solving the "three rural" issue, but the needs for building a harmonious society in
Wuhan.
In this context, this thesis analyzes the justice in land pensation of
Wuhan through two branches: The one is to analyze the justice between generations; the
other is to analyze the justice in one generation. Then this thesis gives some suggestions to
promote the realization of justice in land pensation of Wuhan.
This thesis is divided into five chapters in the structure: the first chapter is the
introduction, including research background, research significance, research methods,
literature review, and so on. The second chapter prised by the outline of land
pensation policies and the current state of land expropriation
compensation in Wuhan. The third chapter is related to the analysis about the justice of
land pensation between generations. It includes how to judge the justice
