摘要
行政问责制作为一种制度保障能够全力推进责任政府的建设,这种新的责
任制约机制,能够更有效的对权力加以制约和监督。它从“非典”时期的“问
责风暴”到被确立为一种政治制度,只是短短几年时间,其积极作用己引起了
学术界的广泛关注。本文认为,政治文明和行政问责制之间存在着一定的内在
联系,因此,将行政问责制和政治文明的相关理论与我国的实际政治生活相结
合,将行政问责制置于整个社会主义政治文明发展进程中加以考察,用政治文
明的相关理论对我国的行政问责制进行了初步的探讨。在界定相关概念的基础
上,本文重点分析了当前行政问责制存在的问题:权责模糊,责任难定;重视
同体问责,忽视异体问责;问责制度不健全,可操作性差等。针对这些问题,
本文分析了完善行政问责制的动因和有利条件,最后提出了行政问责制建设的
主要内容、措施:加强全国人大的立法工作;养成公务员奉公守法行政的习惯;
控制自由裁量权;完善监督机制;培育独立的公民社会等。

Abstract
ABSTRACT
As an institution, the accountability system for administration can provide full
protection to promote the building of responsible government, this new mechanisms
of responsibility-controlling can be more effective to power Restraint and supervision.
It is from "accountability crisis" during the "SARS" period to be established as a
political system, only a few years time, its positive role has attracted widespread
attention in academic circles. This paper argues that there exists a certain relations
between political civilization and the accountability system for administration. This
thesis aims to analyze the accountability system for administration by using the
related theories of political civilization. And put the analysis in the whole process of
the construction of our socialist political civilization. based on defining the relevant
concept, this paper analyzes the current problems system of the accountability system
for administration: Responsibilities vague, it is difficult to define the responsibilities;
Emphasis on accountability with the body, neglect allogeneic accountability; The
accountability system is not perfect, operability difficult;and so on. In order to solve
