完善问责制的路径选择研究——基于行政人的理论分析

摘要
问责制是民主政治的进步和责任政府构建的必然产物。我国的问责制已经从突发事
件的处理机制发展成为一种制度化的常态机制,标志着我国的政府建设取得了长足的进
步。本文从责任的内涵和类型入手,进而分析了问责制的涵义,并且总结了问责制的理
论渊源。通过对传统行政理论、公共选择理论和“比较利益人”假设的分析得知行政人
寻求的是利益的平衡,而不是绝对执行者的角色或贪图私利者,道德有助于使利益的平
衡点朝公共利益方向移动,为公共行政的道德建设和制度建设相结合提供了人性基础。
然而,当前我国完善问责制的途径中轻视内在约束,缺乏对行政人的关注这两个问题较
为突出,这不利于问责制的持续完善。因此,可以从提供行政人道德发展的良好环境、
建立行政人道德评价机制这两个外部途径和突出行政人的道德主体性、培养行政人的道
德自主选择以及将行政人的德行与幸福统一这三个内部途径着手解决上述出现的问题。

Abstract
Accountability is the responsibility of democratic political progress and the inevitable
e of the Government building. Our accountability system has moved from emergency
handling mechanism developed as a normal mechanism of institutionalized, marking the
construction of Responsible Government has made considerable progress. In this paper the
meaning of responsibility and type of start, and then analyzes the meaning of accountability,
and summarizes the theoretical origin of accountability. Through the traditional administrative
theory, public choice theory and the "comparative advantage"hypothesis of the analysis
showed that the administration is seeking a balance of interests, rather than absolute executive
role or seek self-interest, moral help to balance the interests of Move towards the public
interest, ethics in public administration and institutional building bine to
provide the human foundation. However, the current way of improving accountability in the
contempt inherent constraints, lack of administrative concern of the two issues were more
prominent, which is not conducive to the continued improvement of accountability. Therefore,
we can provide administrative human moral development from a good environment for the
establishment of administrative mechanisms for moral evaluation of people outside of these
