文档介绍：强制隔离戒毒行政执法问题研究中文摘要自《中华人民共和国禁毒法》实施以来,由于程序与实体法律设计的缺陷, 相关配套规章制度不够明细,造成实际工作中,有些方面无法可依,有些规定可操作性差,给日常管理工作带来了不少困难。同时,作为具有限制人身自由性质的强制隔离戒毒所,近期以来,发生了多起强制隔离戒毒人员死亡引起的群体性事件,引起了社会各界的广泛关注,甚至一度还成为网络舆情的炒作热点,极易引发社会矛盾。从实践工作看,执法难这一问题,在基层强制隔离戒毒工作中日益凸显,既无法保证强戒人员的权益,也无法保障基层民警的权益,进而影响着监管场所的秩序稳定,影响社会的长治久安。笔者认为,以本人从事广州强制隔离戒毒工作多年来的经历,探究行政执法这一问题,无论对于推进场所的规范性管理工作,还是维护场所的安全稳定与社会长治久安,都具有非常积极的意义。本文从对强制隔离戒毒工作的概述出发,分析强制隔离戒毒工作执法的现状及原因,提出了对解决强制隔离戒毒工作执法难的对策建议,以期对实践执法工作起到一定的参考作用。关键词:强制隔离戒毒,行政执法,禁毒法 Study pulsory isolated drug administration laenforcement Abstract Since”The Anti-Drug Law ofthePeople’S Republic ofChina”carrying flaws ofthe procedural and substantive laws,and theinsufficient detailsofrelatedregulations,resulting no law can depend on intheactualwork,in some aspects,and theoperability ofsome provisions poor,all ofthesebdng alotofdifficulties totheday·to-day thesame time,aS the forced isolationtreatment centers ofrestrictionofpersonal freedom,recently,there have been many group events caused by thedeath ofmany forced isolation treatment group evenm which caused thewide attention ofallsocialcirclesand even once became thehotpot work public opinion can easily lead thepractice,thedifficulty of law enforcement which has e increasingly prominent cannotguarantee the rights and interestsofAddicts and grass—root police,and then affectstheregulatory sitesintheorderand stabilityand thelong-term stability opinion,due totheexperience oftheforced isolation treatment inGuangzhou over theyears,exploring thequestion ofadministrative law enforcement,both foradvancing workplace normative management andmaintaining aplace of security,stability and thelong-term socialstability,have been theoverview of forced isolationtreatment,and analysing thesituation and reason oftheforced isolationtreatment work oflaw enforcement,in order toplaying acertainroleinthereference ofthepractice oflaw enforcement,the article proposes
