摘要: 工程造价信息系统（CCMIS－Construction Cost Management Information System）是管理信息系统在工程造价管理方面具体应用。 它是由人和计算机组成, 能对工程造价管理相关信息进行较全方面搜集、 传输、 加工、 维护和使用系统, 它能充足积累和分析工程造价管理资料, 并能有效利用过去数据来估计未来造价改变和发展趋势, 以期达成对工程造价实现合理确定和有效控制目标。 所以, 研究开发工程造价管理信息系统是很有意义, 对于提升工作效率、 完善管理体制、 推进工程造价管剪发展全部能起到关键作用。
abstract:Project cost information system is a specific application of management information systems in engineering cost management. It is composed of people and computers, able to project cost management information for a more comprehensive collection, transmission, processing, maintenance and use of the system that can fully accumulation and analysis of information on project cost management and efficient use of the past data to predict future changes in the cost and development trends in order to achieve the project cost effective and determined to achieve a reasonable control purposes. Therefore, research and development project cost management information system is very meaningful for improving work efficiency, improve the management system, and promote the development of cost management can play an important role.

工程造价管理, 是指利用科学、 技术原理和方法, 在统一目标、 各负其责标准下, 为确保建设工程经济效益和相关各方面经济权益而对建设工程造价及建安工程价格所进行全过程、 全方位符合政策和客观规律全部业务行为和组织活动。 其关键内容是对工程各阶段对应造价合理确定和有效控制。 而控制决议是否科学合理, 则需要大量切实可靠信息。 所以建立正确、 方便、 快捷且符合国际通例工程造价管理信息系统, 实现建设工程造价信息远程实时在线互动, 形成以政府、 建筑企业、 咨询业、 个人、 民间组织等多方面主动搜集、 整理、 公布造价信息行业制度显得尤为关键。 其中政府关键公布总体性、 全局性工程造价信息, 经过制度建设使造价信息积累制度逐步法制化; 民间组织关键针对相关资源市场信息搜集、 整理和公布工作, 并搜集多种建设工程造价资料, 同时依据大量已完工工程数据, 得出成本估算和造价指数, 进行全方位分析, 为政府和社会投资或参与建设项目各方提供分析估计全方位信息服务体系。 经过民间组织参与, 扩大造价信息基础起源, 使工程造价资料扩充到建设领域相关行业。
