历史文化保护区旅游资源利用与开发模式——以河北张家口堡

摘要
本文研究的是河北省张家口市历史文化保护区旅游资源利用和开发模式的问题,核
心是通过合理利用资源进行适度旅游的开发,来实现保护区保护与发展的共赢。
论文通过借鉴国内外历史文化街区旅游资源利用的理论实践,在对张家口市历史文
化保护区调研的基础上,总结出保护区旅游资源利用的体系,包括对张家口历史文化保
护区旅游资源利用的原则,环节以及开发等相关问题做出探讨。
本文研究的重点是保护区旅游资源的利用问题。提出对张家口堡子里街区的保护和
旅游资源的合理利用。并以此为例探讨张家口历史文化保护区旅游资源利用的问题。现
存张家口堡子里的街区布局基本保持了原貌,具有明清风格的建筑大都保存完好,因此
堡子里街区在张家口历史上是极其重要的综合性城市活动的中心,但是这一传统街区在
现代张家口却面临日益衰败的困境,政府与专家学者都期望在保护这一传统街区的同
时,能够让它重新焕发活力,再现当年的繁荣景象。为此,张家口桥西区旅游局把堡子
里传统商业街的保护和开发作为 2008 年政府工作项目之一。这就需要在对传统街区改
造更新前对该地区的街道及建筑进行基础研究,然后制定出具体的旅游规划。本文就是
以此为出发点,探讨这一街区在现代经济条件下如何更好地进行保护与利用的工作。
本文从可操作性的原则出发,将重点放在堡子里街区环境和两侧的邻街建筑,以及
市级文物保护单位玉皇阁、文昌阁、抡才书院,对于整个街区和周边地区的保护与利用
仅提出粗略的构想。使这种利用不仅可以全面保存街区与建筑的内在价值,更可以提高
保护区的社会效益、经济效益和环境效益。因此,能否做好利用这篇文章是保护区工作
成效的关键。

Abstract
In this article the main focuses is something on the utilization of the tourism resource in
Zhangjiakou conservation area. The purpose is to achieve the ess of the conservation and
development through the rational utilization of the resource
By the investigating and analyzing Zhangjiakou conservation area and referring the
experience of utilization of the tourism resource in interior and abroad, the system of using
the tourism resource in conservation area was summarized, including the principle, procedure
and some related matters in the utilization of the tourism resource in Zhangjiakou
conservation area.
The case study is the Buzili Street of Zhangjiakou. By the investigating of the history,
the existing condition and the tourism resource, the thesis analyzed the advantage and
significance of tourism exploitation of that street. The tourism planning of the Buzili street
was put forward. This thesis aims to do some good to Zhangjiakou conservation area.
