文档介绍：中文摘要住房关系着老百姓的日常生活,随着市场经济的深入发展,市场在住房领域发挥着越来越重要的作用,Ll-,!zn在分配资源、提高效率等方面。但是应当看到,市场作用是主要的,但是也是有有限的,特别是在解决中低收入群体的住房方面有失公平。近些年,物价飞涨,房价飙升,工资的增长速度远远赶不上通货膨胀的速度,除去衣食住行,老百姓很难拿出多余的钱购买房屋,中低收入群体负担沉重,难以承受。本文第一部分分析了住房保障制度政策的历史与现状。根据党中央、国务院住房政策精神,全国各地初步建立了以住房公积金、廉租房、经济适用房为主体的住房保障政策体系,为解决中低收入群体的住房问题发挥了一定作用。但应当看到,在实际执行中,出现了这样那样的问题也是在情理之中,正在逐步完善。本文第二部分参照其他地区住房保障立法情况,对我国现行城镇住房保障制度进行全方位的思考。主要研究分析新加坡、香港、德国、美国、日本、韩国等地区住房保障的立法经验。他山之石,可以攻玉,以此找到适合我国的住房保障立法道路。本文第三部分采取规范分析与实证分析相结合的方法,研究目前我国住房保障的政策现状,明确政府责任,构建更有利于中低收入群体的住房保障法律, 提出我国的住房保障法的立法建议,为构建我国和谐社会发挥作用。关键词:住房保障法立法建议社会保障体系 Abstract Housing relates to the daily lives of ordinary people,with the further development ofmarket economy,the market inthehousing sector isplaying all increasingly important role,such asthe allocation ofresources,improve efficiency and benoted,however,is themain roleof themarket,but alsohave limited,particularly inlow—e groups insolving thehousing recent years,rising prices,soaring house prices,wage growth lags farbehind thepace of inflation,except ecessities,and thepeople verydifficult e up with extramoney tobuy houses,heavy burden tobear.
