中文摘要
当今世界,软实力的作用正在日益上升,成为衡量一个国家地位和国际影响
力的重要指标。随着软实力越来越成为一个国家国际地位的核心成分,如何在外
交实践中重视和发挥软实力的作用,已成为一个战略性的课题。中发展道路,实行和平外交政策,软实力建设势在必行。
全文共分三个部分:
第一部分主要针对软实力的内涵及其重要性做一学理上的阐述。主要内容
有:软实力概念的提出、软实力的内容、软实力与硬实力的辩证关系、软实力具
有硬实力无法替代的作用等方面。
第二部分全面分析了我国软实力的优势。分别从传统文化、发展模式、外交
政策三方面加以阐述,主要内容有:中国传统文化吸引世界眼光、中国文化的内
外在风险、积极树立和改善国际形象、积极参与国际机制、形成了构建和谐世界
的战略思想。
第三部分主要论述提升我国软实力的路径。主要内容有:在新的历史条件下,
提升国家软实力的必要性,如以史为鉴、提升软实力是经济全球化背景下的必然
要求、提升软实力是中崛起的应有之义、提升软实力是保障我国文化安全
的需要;提升软实力的路径有:制定切实可行的文化外交政策,提高中国文化的
辐射力和影响力、加快政治体制改革,为经济发展和文化建设提供制度保障和稳
定有序的政治环境、开展全方位外交,树立良好的国际形象、积极参与国际机制,
提高对全球性国际机制的首创能力。

In today's world,The role of soft power , as a measure of a country's status and
international influence of the important indicators, is on the soft power is
increasingly ing a country's international status of the ponents,how
play the great importance of soft power in the diplomatic practice has e a
strategic China will break the paradox of the rise of great powers,adhere to the
path of peaceful development,the implementation of foreign policy of peace and the
construction of soft power is imperative.
