摘要
随着我国经济体制转轨和社会结构转型，城市基层社会组织体制也经历着历史性 变迁，城市居委会作为整个城市社会的细胞和基层群众性自治组织，在社会变迁中具 有重要作用。然而，目前我国的居委会在城市社区建设中出现了严重的角色错位现象。 因此，本文回顾了我国居委会建设的历程；明确了我国居委会的性质、地位与功能； 分析了我国居委会的发展现状和存在问题；找出了现阶段我国居委会角色错位的表现 和原因；提出了我国居委会角色复位的对策和路径选择；最后发表了自己对我国居委 会角色重新定位的新看法。

Abstract
With China's economic system transformation and social structure restructuring, the urban grass-roots community organization structure has also undergone a historic change, urban neighborhood committees in urban society as a whole cell and grass-roots mass self-organization, changes in society plays an important role. However, China's neighborhood committees in urban community building in a serious dislocation in the role. Therefore, the paper recalled the history of China's construction of the neighborhood committees; clear our neighborhood nature, status and function of China's development status and neighborhood problems; identified at this stage of China's role in the wrong neighborhood The performance and reasons for the proposed reduction of the role of neighborhood committees countermeasures and choose the path and finally expressed their neighborhood on China's role in re-positioning of the new view.
