摘要
一个国家和地区在迈向现代化的过程中,必然伴随着产业结构的巨大调整及
由此引发的就业结构的变化,若就业结构适应产业结构的要求将推动产业结构
的升级,二者相辅相成,互相促进。江苏作为中国经济最发达的省份之一,改
革开放二十几年来,经济发展势头强劲,经济总量持续保持稳定增长,产业结
构和就业结构都发生了巨大变化,但是,就业结构的转变却远远跟不上产业结
构转变的步伐,长此以往,将阻碍产业结构新一轮高级化的进程,成为经济发
展的“瓶颈”,不利于经济的稳定增长,不利于社会的长治久安。
本文旨在调节产业结构与就业结构的关系,使产业结构与就业结构互相协
调,互相促进,保证全省经济的持续稳定增长。
文章分为六个部分:第一部分是绪论;第二部分介绍了产业结构演进和就
业结构的相关理论,并揭示了二者之间的互动关系;第三部分对江苏省产业结
构和就业结构的现状及二者关系进行了分析,得出了就业结构滞后于产业结构
的结论;第四部分引入投入产出模型对江苏省 42 个行业的就业效应进行了实证
分析,结果显示,第三产业的大多数行业的就业效应大于第二产业的大多数行
业;第五章重点分析了江苏省就业结构滞后于产业结构的原因,指出资本替代劳
动和结构失调是主要原因;最后一章在前文研究的基础上有针对性的提出了对
策建议,提出要优先发展劳动密集型产业和中小企业,同时加快户籍制度改革,
提高劳动力素质。

Abstract
When a country in its process of modernization, it is inevitably panied by
huge industrial structure adjustment and the resulting changes in the structure of
employment. If the employment structure adapt to the industrial structure, they will
promote each other. Jiangsu as one of the most developing regions had a rapid
economic development in the past 20 years, its industrial structure and employment
structure all changed a lot, but the employment structure lags to the industrial
structure ,which hinders not only the further optimization of the industrial structure
but also the coordination of the economy and society.
The purpose of this paper is to coordinate the industrial structure and the
employment structure, to ensure the continued stability economic growth.
There are six parts in this paper: The first part is introduction; The second part
introduces the related theories of the industrial structure and employment structure,
and reveals the interaction between them; The third part analysis the status and
relationship of Jiangsu’s industrial structure and employment structure, conclude that
employment structure lags industrial structure and the third ind
