文档介绍：浙江大学公共管理学院硕士学位论文服务型政府理念下公共服务型电子政务建设研究姓名:李啦申请学位级别:硕士专业:行政管理指导教师:戴文标 20080404 浙江大学硕士学位论文摘要摘要党的十七大报告要求“加快行政管理体制改革,建设服务型政府,健全政府职责体系,完善公共服务体系,推行电子政务,强化社会管理和公共服务”.建设服务型政府是我国全面建设小康社会和加快推进社会现代化的新时期,在经济全球化和信息全球化的进程中,政府职能改革和体制创新的一个新取向。服务型政府强调了政府提供公共服务的核心职责,彰显了“以民为本”、“服务中心”的价值理念。电子政务与服务型政府具有内在价值统一性,推行电子政务,强化社会管理和公共服务,是建设服务型政府的必然要求。电子政务“以服务提升效益”的终极价值追求与政府机构“为公众服务”的本质一脉相承。本文以服务型政府的理念为指导,注重电子政务“公共服务”的本质,:首先,对电子政务与服务型政府理念的基本理论进行深入分析,明确了电子政务与服务型政府建设的内在相关性;其次,认清我国电子政务发展的现状,预测电子政务未来发展趋势,指出服务型政府理念下我国公共服务型电子政务建设存在的问题,紧接着提出公共服务型电子政务建设的关键点,并对此展开研究;最后,研究国外公共服务型电子政务建设实践的案例,总结并借鉴其成功的经验,在理论研究和案例分析的基础上,结合实际对服务型政府理念下发展我国公共服务型电子政务提出一些对策。本文在第四章和第六章中‘,提出了“三个关键”和“四个方面”,其中也包含了以下的一些新意、新观点:一方面是对广大普通、贫困、文化层次低的公众, 使电子政务可持续发展缺乏足够的普遍性、公共性,针对这种情况,结合我们的实际情况,要建立基层信息化服务中心,服务对象可选为少数基层的民选积极分子,对他们进行培训;另一方面是为了便于将顾客信息进行分类,可以直接建立灵活迅速的顾客意见处理机制和回应系统,政府可通过网络提供诸如意见留言板、投诉留言板、论坛等获得不同类别信息的方法。关键词:电子政务公共服务服务型政府建设浙江大学硕士学位论文 abstract Abs tract The 7thCPC National Congress thatdemands”speeding up reformation ofthe administrative system,building aservice—oriented government and asound system of government functions,improving the public service system,implementing e—government,and strengthening socialmanagement andpublic services.”Building a service-·orientedgovernment inChina isbuilding acomprehensive well·—offsociety and accelerating modernization in thenew period ofsocial,economic,information globalization,the functions ofthegovernment institutional reform and innovation in a new —oriented government stressed that thegovernment provide the core functions ofpublic service,illustratesthe”people—oriented”and”service center’’ —government and service—oriented government with intrinsic value of uniformity,the implementation ofe-govemment,and strengthen socialmanagement and public services,building a service·orientedgovernment is a necessary —govemment”services toenhance efficiency,”the pursuit ofthe ultimate value withgovernment agencies!’to public service,”have the
