摘要
近年来,国际经济贸易总体形势不景气,许多国家把反倾销作为推行贸易保
护的工具,使国际反倾销案件呈现上升趋势。特别是我国自改革开放以来,经济
发展迅速,外贸出口持续快速增长,出口产品的倍增,引起与国外相同产业间的
直接竞争增多,最终引致反倾销诉讼。随着国外对我国反倾销案件的不断增多,
涉及的行业领域也在不断拓宽,对我国不同产业造成了不同程度的影响。因此从
产业角度出发,深入研究反倾销对产业发展有何影响,探求相应的应对措施是非
常必要的。
本文从现代经济学和博弈论的基本原理着手,认识了从不同角度界定的倾销
与反倾销的概念,并在此基础上认真分析倾销与反倾销的形成和影响,以及存在
博弈的可能性。然后,以家电产业为代表,考察该产业当前遭遇国外反倾销的严
峻形势,深入分析国外的反倾销给该产业造成的损害,探求该产业遭遇的此类反
倾销不断增多的原因。从家电产业的竞争力优劣势分析入手,进一步发掘产业竞
争力与反倾销之间的关联,探求国外反倾销对我国家电产业竞争力的影响和作用。
在此基础上发掘有利的应对反倾销的对策:首先,为防止反倾销的发生,应尽快
建立本行业的反倾销预警机制;其次,针对产业竞争力与反倾销的关联性,探究
进一步提高家电产业竞争力的方法,以此从根本上杜绝反倾销发生的可能性;再
次,针对发生的反倾销调查,提出企业应具备积极应诉的意识,在反倾销专业人
才的支持下,运用一定的应诉技巧积极地联合应诉。最后强调在企业应对反倾销
过程中,政府应在培育良好的市场经济竞争环境、对企业应诉技巧的培训等各方
面给予企业和行业相应的支持。

国际反倾销对我国家电产业的影响分析
Abstract
In recent years, the overall situation of international economic trade is depressed.
A lot of countries regard anti-dumping as a kind of tool pursuing trade protection,
which make international anti-dumping cases present the ascendant trend. Especially
since the reform and opening-up, our country has been developing rapidly in economy,
and the foreign export increases fast continuously. The redoubling export of products
has caused the petition among the same industry of foreign countries
increase, and finally caused the anti-dumping lawsuit. With the increase of
anti-dumping cases in our country implemented by foreign countries, the trade field
involved is being widened constantly too, and it resulted in various degree of
influence on different industries of our country. So proceeding from industry angle, it
is very essential to investigate whether anti-dumping has any influence on the industry
development and to seek the corresponding counter-measure.
