文档介绍：青岛大学硕士学位论文企业社会责任的政府规制研究姓名:冯晓菲申请学位级别:硕士专业:行政管理指导教师:张洪慧 20110609 摘要随着经济的发展,企业的规模不断扩大,然而,企业在实现自身利益最大化的同时也给其他利益相关者带来了许多负面影响,企业社会责任问题日益突出。政府作为社会的管理者,对促进企业履行社会责任起到至关重要的作用,企业社会责任缺失与政府规制不力有着必然关系。本文从企业社会责任和政府规制的基本理论入手,深入分析了企业承担社会责任的理论基础和现实驱动以及政府对于企业社会责任进行规制的必要性。在理论分析的基础上,本文结合我国政府目前对于企业社会责任重点领域的规制情况,对政府的规制途径和规制效果进行总结,并着重分析了我国政府在对企业社会责任规制过程中所存在的问题以及政府规则能力低下的原因,进而把政府在企业社会责任规制过程中的角色定位为规则制定者、行动引导者和结果监督者,针对政府在规制过程所存在的问题,给出政府对企业社会责任规制的对策建议。文章分别提出了政府在不同角色定位下对企业社会责任的规则途径,即作为规则制定者,政府应当推进企业社会责任法制化建设,建立企业社会责任标准体系;作为行动引导者,政府应当建立企业社会责任信息披露制度,发挥媒体的舆论导向功能,利用政策引导企业履行社会责任, 加强企业社会责任培训;作为结果监督者,政府应当建立企业社会责任审核评估制度,提高规制机构设置的合理性和规制人员素质,发挥非政府组织和公众对于促进企业履行社会责任的作用,建立长效规制机制。关键词:企业社会责任;政府规制;对策 Abstract Witll thedevelopment ofeconomy,the scale of the enterprises‘has expanded.
