内容摘要

在当前经济一体化、区域集团化的全球化经济浪潮中,各个不同层次的区域正努力探
寻提升本区域竞争优势的各种途径,而产业集群是当今世界经济中颇具特色的经济组织形
式,也是一种新的竞争形式,是区域竞争力的重要来源和集中体现。作为当今经济世界的
一个重要现象,发达的产业集群通常被认为是一个国家或地区竞争力的代表。在我国长三
角地区,很多产业集群正在蓬勃发展,该区域已经成为我国“集群”经济最活跃的地区之
一,一批具有核心竞争力的国际性产业集群也正在逐步形成,产业集群已经成为长三角经
济发展的强劲支撑和竞争力的源泉。但同时也要看到,长三角的产业集群在加速生成并快
速发展的同时,已表现出信任度不高、专业化协作程度低、彼此之间联系较弱等多方面的
问题,这对长三角区域竞争力的进一步提升构成严峻的挑战。所以,为了进一步促进长三
角区域竞争力的提升,有必要结合我国长三角区域产业集群发展中的实际问题,进而探讨
实行产业集群战略以及制定相应政策的问题。
本文研究目的是长三角区域竞争力的提升,产业集群作为提升区域竞争力的手段,理
所当然是论述重点,长三角是作为提升区域竞争力分析的一个实例来分析的。基于这种认
识,本文通过构建基于经济理论和统计学方法的较为完整的比较、评价体系,来论证产业
集群对长三角区域竞争力提升的重要作用,并分析长三角区域产业集群的现状及其存在的
问题,同时从产业集群的视角,为经济行为主体的制度改革和政策设计提供理性思路和可
行方案。

Abstract

During the process of the economic integration and regional collectivization, each region in
different development level was inquiring the way to promote petitiveness. Industrial
cluster is one of the multi-faceted anization forms in today’s world economy, and it
is also an important origin and centralism manifest of the petitiveness. The
developed industrial clusters, one of the important economic phenomenons in the world, usually
petitiveness of a national or local area. Yangtze River delta, where industrial
clusters are developing vigorously, has e one of the most active clusters economic areas in
China. Batches of the international industrial clusters with the petitiveness are gradually
forming which e the strong strut of economy development petitiveness's
fountainhead in Yangtze River delta. Moreover, during its fast production and development,
Yangtze River delta's industrial clusters display various problems, for example, low confidence
level, low coordination degree among specialized departments and so on, which is a stern
