文档介绍：垫坚 l吣、(㈣,t"/㈣468㈣57 摘要“南海问题”,指的是南海周边的国家在南海各岛礁沙滩的归属以及海域划分问题上存在的分歧与争端。自古以来南海诸岛是中国领土不可分割的一部分, “搁置争议,共同丌发”是我国解决南海问题的主要原则,但在贯彻执行中受到各种因素的制约。南海问题的症结,是中国由于受到国际环境的限制、对外战略轻重缓急权衡以及自身力量的制约,而不能完全行使对南海诸岛的主权。由于南海是重要的资源富集地,并且是重要的国际海上通道。南海周边相关国家及一些区域大国由于政治和经济方面的考虑,开始直接或间接的介入到南海问题中。南海问题变的尤为复杂,并呈现国际化发展趋势。本文从影响中国南海问题的因素出发,分析目前中国对南海问题采取“搁置主权,共同开发”的政策所面临的现实两难困境:一方面是主权争端和与东南亚国家发展邻睦关系;另一面是恢复领土领海主权和以经济建设为中心需要一个和平的国际环境。面对目前复杂的南海问题,中国应该根据变化的国际情况及自身能力采取相应的对策,首先在南海问题上仍然需要韬光养晦,尽快研究制定相应的具有综合性、前瞻性的“南海大战略”;其次“主权属我,搁置争议,共同开发”仍是我国解决南沙争端的一项正确政策;最后,要妥善处理好与东盟国家的关系, 加强政治互信和经济合作,并积极应对影响我国南海政策的各种因素,促使南海问题最终和平顺利的解决。关键词:南海问题,影响因素,南海政策 abstracl AB STRACT long long aago,the south sea islands is allinalienable part of our country. “Shelving mon development”is our country toresolve thisissueofthe major principles,But ischecked incarrying out by the various problem is caused by china’Sinternationalenvironment,priorities and itsforeign strategic balance offorces,and plete theexercise ofsovereignty tothe south sea south china sea is allimportant resource enriched,and itis important thattheinternational surrounding country andregional power as political andeconomic considerations,direct orindirectinvolvement inthis plex,and itispresenting international trends.
