文档介绍：摘要题目: 青海电信全面预算管理研究专业:工商管理学员姓名:周治平学员签名: 导师姓名:张晓明导师签名: 摘要青海电信2004年上市以来,市场竞争、资本市场对公司的全面预算管理提出了更高的要求。新形势下如何进一步完善我省电信公司的预算管理,从而带动本公司经营管理水平的提升,是一个需要研究的课题。在本文中,理论上借助相关文献中论述全面预算管理内涵及战略性、机制性、综合性、市场性、考核性五个特征;在预算管理的行为观理论论述中,主要从古典的组织行为观和强加性预算的行为特征,现代的组织行为观和参与性预算的行为特征两个方面对行为观理论进行论述;通过研究预算管理的行为观理论,强加性预算和参与性预算的行为特征对比情况分析,说明“代理人”和预算松驰现象出现的原因和影响后果;在进行存在问题分析时,从预算管理组织架构、预算管理主要内容、,目前预算管理模式,预算责任不清三个方面论述了全面预算管理存在主要问题对公司经营发展的影响;针对预算管理中存在的主要问题,在公司全面预算管理相关方案设计中把握长期发展、面向市场、加强预算执行力三个原则,结合相关的理论,数据统计知识,进行滚动规划方案、预算管理流程方案、业务发展及资源配置预算方案、,进一步发现问题,继续完善现有方案。通过以上工作,使公司全面预算管理体系更加深入和完善,并初步解决了一些深层次的矛盾,对于提高公司效益有一定意义。同时也期望此文能够对同类企业全面预算管理工作带来借鉴作用。【关键词】全面预算行为观预算松驰设计方案【研究类型】应用研究 Title:The Research on budget management of Qinghai Specialty:Business Administration Name:Zhouzhiping Tutor:Zhangxiaoming Abstract Signature: ^ signatu他:>h桫呖 Qinghai appears on Stockmarket intheUIlitedStatesin2004, petes,capital put forward ahigher request intotal budget management new situationdescends how thebudget pany manage,arousing thepromoting of levelof themanagemem of in thetopic that ademand studies.
