By use of data envelopment analysis (DEA), the implementation efficiency of electric power universal service is assessed, and accord ing to coordinated development theory the coordinated development extent of electric power universal service and regional economy are analyzed, On this basis the social value of electr ic power universal service is comprehensively evaluated to offer theoretical foundation for drafting an implementation sta ndard of universal service.
