摘要
本研究之研究目的,在于了解国家大学生文化素质教育基地的发展现状,探
讨基地实际开展的工作以及影响其组织发展的主要因素。本研究以八所大学的国
家大学生文化素质教育基地为研究对象,采用与基地的工作人员进行深度访谈、
收集相关文件材料与文档等方法进行资料的收集,再利用扎根理论对资料进行分
析、归纳、整合,以期了解国家大学生素质教育基地在高校中的发展状况。本研
究的主要发现如下:
一、在调查的八个国家大学生文化素质教育基地中,组织的发展现状普遍表
现出以下特征:(1)组织结构简单,工作人员少,任务繁重;(2)校内文化素质
教育工作开展缺乏系统计划性;(3)基地之间缺乏必要的沟通与交流;(4)对教
育部与国家文化素质教育指导委员会的工作普遍存在建议与意见;(5)多数基地
不能完成教育部所规定的任务。
二、通过对调查所获得访谈材料以及文档材料的整理与分析,归纳出五个影
响国家大学生文化素质教育基地发展的因素:(1)文化素质教育的任务与目标所
获得的认同程度(2)文化素质教育基地获取资源的能力(3)领导小组与基地办
公室的互动效果(4)学校领导与基地工作人员的之间的互动效果(5)能否得到
有效的指导以及基地之间是否有效沟通
三、挖掘出国家大学生文化素质教育基地在发展过程中出现的三类发展状态:
依次可以归纳为:“挣扎型”基地、“积极探索前瞻型”基地、“中规中矩防御型”
基地,每种类型的基地都有着其发展的特点。
四、根据本次研究发现,再对比教育部所颁布的相关文件中对国家大学生文
化素质教育基地的任务与目标的要求,作者认为教育部有必要根据基地发展现状
重新设定基地的目标与任务,同时给予基地更多的政策支持与经费支持。
最后,根据此次研究的发现提出政策建议,并且提出此次研究的限制,给未
来研究者提出建议。

Abstract
The purpose of this research was to explore the developing situation of National
Base for Culture-Oriented Quality Education of University Students and the main
factors affecting anization Development. The objects of the study were eight
data collected by three-month interviews, and analyzed, concluded
anized by Grounded Theory to realize the developing situation of
following are the main discoveries.
First, the status quo of the eight NBCQEUS has exhibited mon
characteristics, such as: the simple structure,lack of staff, heavy task; the work
development of NBCQEUS is lack of system and plan; among the NBCQEUS , it's
lack of munication ; the most of NBCQEUS have the more hope to the
MOE; most of the NBCQEUS have not fininshed the tasks that the Ministry of
National Education made up .
Second, it concluded five factors that affect the development of NBCQEUS. They
are as follow: The identity of its task and goal; the ability of obtaining resources; the
interaction of the Leading Group for Culture-Oriented Quality Education and The Base
Office for Culture-Oriented Qu
