文档介绍：摘要自现代农业园区产生以来,我国农业园区建设已经取得显著的成绩。现代农业园区的合理建设与理性发展已经成为实现新阶段农业的跨越式发展、加速农业结构调整、提高土地的利用效率,增加农业整体效益、增强国际竞争力的有效途径。当前。人们在认识到现代农业园区对经济、社会发展具有的重要意义同时, 也暴露出在园区规划布局和用地等方面一些迫切需要思考解决的问题。因此研究农业园区的有关理论,并用以指导农业园区的健康发展十分必要。土地问题是农业科技园区建设中一个十分突出的问题,既要执行中央关于土地承包制30年不变的土地政策,又要打破一家一户分散经营的格局,实行规模经营,产生规模效益。本文以杭州市为例,分析农业园区发展过程在园区前期规划以及土地利用方面存在的主要问题,并揭示产生这些问题的根源主要在于对园区功能定位模糊不清、土地产权不明晰等;本文在借鉴相关国际、国内经验的基础上对农业园区的土地利用规划提出了自己的思路,对土地利用规划管理的完善提出了一定的政策建议。本文第一章主要介绍农业发展理论,农业园区的特性、功能等。第二章主要介绍我国农业园区的发展概况,杭州市农业园区土地利用以及规划现状。第三章分析现代农业园区建设规划与前期评价中存在的主要问题以及探究产生土地规划与利用问题的根源。第四章提出解决园区规划问题的主要思路,重点对农业园区的组织结构、运行机制、经济效益、社会效益和生态效益进行综合分析规划,并落实到空问布局上。第五章提出了对农业园区土地规范化利用的有关措施、政策建议。第六章强调了政府在农业园区发展以及运行过程中的职能。关键词:农业园区:园区规划:土地利用:政府职能。 Abstract The agriculture science andtechnology park hasgotgreat achievements sincethe first modern agriculture park inChina setup several years construction and development ofmodem agriculture have settheirsignificant roles inmany fields, especially inachieving the spanning development ofagriculture,acceleration the regulation ofagriculture structure,improving theoutput efficiency ofland,increasing theprofit ofwhole agricultureandenhancing petition ofgoods intheworld.
