新民主主义革命时期革命根据地监察制度研究

摘要

新民主主义革命时期,中国共产党把马克思列宁主义创造性地运用于中国革
命的实践,走农村包围城市的道路,领导中国人民先后进行了土地革命、抗日战
争和解放战争。可以说,革命根据地的政权建设是革命得以胜利的重要保证。而
监察制度作为政治制度的重要组成部分,在其中发挥着特殊的作用。因此,中国
共产党围绕建立、巩固和发展人民政权,在革命根据地设立监察机关,行使监察
职能,新型监察制度由此而生。革命根据地监察制度的建立和运转对巩固革命根
据地政权、支持革命战争、惩治贪污腐败、发展和壮大人民革命力量、加强党和
群众的联系等方面发挥了十分重要的作用,也为新中国的监察体制积累了丰富而
宝贵的经验。
本文以马克思主义唯物史观为指导,在写作过程中综合运用历史学、经济学、
政治学、哲学等学科的有关理论与方法,以革命根据地监察制度建立的依据为出
发点,对土地革命时期、抗日战争时期和解放战争时期党在革命根据地领导的监
察工作进行梳理。在中国重视监察制度建设的今天,探讨革命根据地监察制度,
总结其中的经验教训,还是很有意义的,它可以给我们改革和完善社会主义监察
制度以历史的启迪和现实的思考。

ABSTRACT

In the new democratic revolution time, the . led the Chinese people
independently to carry on the Agrarian Revolution War, the Anti-Japanese War and the
Liberation War by the way of encircling the cities with the countryside. It can be said
that the regime construction of revolutionary bases is the important guarantee for the
revolution’s winning. And as one important constituent of the political system, the
supervisory system has continuously played the special role in the Chinese history
since its establishment in Quinn dynasty. So, in order to establish, consolidate and
develop the people's regime, the . set up the supervisory institution and exercised
the supervisory function in revolutionary bases, so the new supervisory system began
to establish since then. The supervisory system in revolutionary bases has played the
extremely vital role in consolidating political power, supporting revolutionary war,
punishing embezzlement and corruption, developing and strengthening revolutionary
power of Chinese people. In the same time, it also accumulated rich and precious
experience for the supervisory system of . The supervisory system in
revolutionary bases not only is one important constituent of the new democracy
politics system, but also is a source of supervisory system of socialism with
