中国男子篮球职业联赛(CBA)外籍球员引进和管理制度建设的
研究

摘要
中国男子篮球职业联赛(CBA)发展至今已经历 14 个赛季,外籍球员的引进也有 14
年得历史了。本研究以 CBA 联赛外籍球员的引进和管理制度为研究对象,用社会调查法,
比较分析法和历史研究法,对 CBA 联赛 14 个赛季以来外援的引进和管理制度的演进过
程进行剖析,并与 NBA 联赛相关制度进行对比分析,探讨完善 CBA 联赛外援引进、注册、
限薪、转会及其它相关管理制度的思路,使更多优秀的外籍球员加入 CBA 联赛为联赛服
务,推进联赛前进的步伐,更快的实现“北极星计划”所订立的目标。
研究结果显示:
CBA 联赛已有 14 年的历史,外籍球员的引进经历了由无序到有序,
由集中到自行选择,引进制度在不断的完善,制度建设的成效也越来越明显,促进了高
水平外援的引进。
,使外援流动性过大,外援缺乏主人翁的精神,联赛缺乏长期
效力的强力外援。
,存在俱乐部拖欠外援工
资的情况,外援违纪现象严重。
,而轻对外援的素质的培养。长期的联赛发展表明,外援
已成为 CBA 联赛的一个重要部分,并将长期存在,我们不仅要充分的利用他们的球技为
联赛服务,也要注重对他们职业素质的培养,使他们在心理和行动上都能很好的融入 CBA
联赛。
与 NBA 相比,在外籍球员的引进历史,引进制度和管理机制上都存在很大差
距。在外籍球员引进的范围上,与 NBA 相比相对狭窄,需扩大引进的范围;在外援薪金
限制方面,限制过于片面,并没有从根本上限制住各俱乐部给外援的高薪;外援转会方
面限制过多,灵活性不足,阻碍了外籍球员在联赛中的流通;外援上场时间限制过多,
使外援的能力不能完全的发挥出来;CBA 联赛对外援处罚力度不够,处而不罚的情况是
有发生,但随着北极星计划的的深入,处罚力度在逐渐加大;
联赛中外援的水平相对 NBA 较低,主要是 NBA 中是二流或者三四流的球员,
但随着 CBA 联赛知名度的提高,引进的外员水平有明显提高,NBA 及明星级球员相续加
盟。

Abstract
Chinese Basketball Association (CBA) has gone through 14 seasons so far, the
introduction of foreign players has also have a history of 14 years. In this
study, the introduction of foreign players and management system of CBA is taken
as the research object, and social survey method, comparative analysis and
historical research method are used to anatomy the introduction of foreign aid
and the evolution of management of the 14 seasons, make parative analysis
of the NBA’s relevant systems, and explore to improve the introduction,
registration, limited to salaries, transfer and other related management
thoughts which can make more excellent foreign players to join CBA and serve
it, promote the pace of league and achieve the goals set by "North Star Program"
more quickly.
