中国铁路建设投融资问题研究

提要中国铁路年前修建的约万余公里经过建国后多年的建设发展
目前营业里程已达万多公里本文以两条主线索来研究中国铁路建设的投融资第一条
主线索是回顾新中国铁路的建设历史分析中国铁路建设面临新的形势和发展趋势藉
此研究新中国铁路建设投融资的方式和特征第二条主线索是针对中国铁路建设投融资
当前存在的问题必须要认真分析和正确认识当今中国铁路的属性即中国铁路的属性以
企业性为主辅之以社会公益性在此基础上提出中国铁路建设必须按照项目区分论进
行也就是要根据铁路建设项目的不同属性按照分类建设分类经营的原则组织实施
才能解决诸如投资主体单一融资渠道单一建设资金短缺铁路运能与社会需求不相适
应等等重大问题这两条主线索中第一条主线索是展开第二条主线索的基础后者又为
全文研究的重中之重是全文的核心所在随着两条主线索的逐步展开文中侧重对现阶
段及未来中国铁路建设投融资应着重采取的对策提出了具体建议主要是一破除体制障
碍推进投资主体多元化的形成二结合项目分类建设拓宽多种融资渠道和融资方式
Abstract The Chinese railways , only more than 20000 km built before 1949, now has
reached more than 70000 km by construction of over 50 years since liberation.
Investment and financing of Chinese railways construction will be studied with two main
threads in this paper. The first is to review the construction history of New Chinese railways,
and analyse new situations and development trends faced by Chinese railways construction,
then research its methods and characteristics of Investment and infinancing. The Second , in
allusion to the exsisting problems in investment and financing of Chinese railways construction ,
the attributes of Chinese railways should be conscientiously analysed and understood with
correct , namely the enterprise attribute takes first place , and assistance with the social
commonweal property. Then putting forward the project differentiateing theory, it means that
projects should be constructed and managed by classified according to the different attributies
of them, so these problems can be solved such as singleness of the investor and financing ditch,
construction fund shortage and railway fortune not adaptable with society requirements etc.. Of
two main lines , the first line is the foundation of the second line spreading depiction , and the
latter is the nucleus place of the text .
In this particle, concrete suggestions have been presented emphasisly for countermeasures
