农村生态环境问题一直是我国的热点问题，农村生态环境相比于城市更具脆弱性和不 稳定性,相对治理难度更大。近些年我国各地逐渐开始重视农村生态环境的发展，改 善农村生态环境迫在眉睫。涿!1'1、1市作为一个正在高速发展中的县级市，它的农村环境 是否顺应农村经济发展的需要,当前涿州'I市的农村生态环境还存在哪些弊端,如何解 决这些弊端，使农村生态环境能顺应农业生产和乡镇企业的发展，而不是遏制农村的 经济发展,是本文所研究的目的。
本文以可持续发展理论和外部效应理论为依据,以涿！l'1'l市农村经济发展、农药化肥使 用情况和空气质量情况为切入点，采用文献分析法、规范分析和实证分析的方法,查 找了农业污染、工业污染及农村居民生活污染等相关问题，并从政府角度、乡镇企业 角度、农村村民自身这三个角度剖析了涿州市农村生态环境问题的原因，最终提出了 相应的解决对策。本文不仅丰富了涿！l'1'l市在推进社会主义新农村建设和美丽乡村建设 过程中的理论素材,而且为改善农村生态环境，恢复环境承载力，实现涿!l'l、l市农村经 济又好又快发展提供了借鉴作用。

Abstract
The problem of rural ecological environment has always been a hot issue studied by Chinese scholars. The rural ecological environment is more vulnerable and unstable than the city, and the relative governance is more difficult. In recent years, all parts of our country have gradually begun to pay attention to the development of rural ecological environment, and improving the rural ecological environment is imminent. As a county-level city that is developing at a high speed, whether Zhuozhou City's rural environment adapts to the needs of rural economic development or not, what disadvantages exist in the current rural ecological environment in Zhuozhou City, and how to solve these drawbacks so that the rural ecological environment can adapt to agricultural production The development of township and township enterprises, rather than curbing the economic development in rural areas, is the purpose of this study.
Based on the background of rural ecological environment governance, this paper combines domestic and international research trends, relevant concepts of rural ecological environment, public selection and external effects and other public management theories to study the current situation of rural ecological environment in Zhuozhou City, identify problems and provide solutions.
