[摘要]本文结合东莞市总体规划成果数据建库的实
际，介绍了总体规划成果数据库建设的数据标准设计
和数据转换工作，提出了基于 Autodesk Map 3D 2005
平台的总体规划管理系统和基于 ArcGIS 的总体规划
成果数据库的软件开发思想。

[Abstract] Through combined with the reality of
establishing Dongguan urban’s overall plan
achievement database, the paper introduces data
standard design and the data conversion work in
the overall plan achievement database
construction, and proposes software
development thought of overall plan management
system based on Autodesk Map the 3D 2005
platform and overall plan achievement database
based on ArcGIS platform.

0 前言
随着东莞市总体规划的逐步深入，总体规划设计
与数据管理业务的需求迅速增长，拥有准确、结构良
好、属性信息齐备的总体规划业务所需的成果数据，
是城市总体规划设计的关键。因此，建设一个实用的
东莞市总体规划成果数据库（包括总体规划成果数据
库和与之相关的其它资料库）成为目前迫切的任务。
现有的绝大部分总体规划成果是用 Au
