摘要：随着经济的发展，我国国家建设的脚步越来越快，工程建设 在这个发展大潮中在我国的国民经济建设中占据了重要的地位，而政府投 资项目也始终扮演着十分重要的角色，其中代建制是一个关键的制度，因 此说加强代建制制度的建设就显得尤为重要。根据调查显示，在实际的代 建制建设过程中依然存在这一些问题，本文就从这些问题出发，探讨政府 投资项目代建制制度建设的相关措施，希望能够对于今后的工作开展起到 一定的帮助作用。

Abstract: with the development of economy, the construction of our country in an increasingly fast pace, engineeringconstruction occupies an important position in the tide of development in our national economy construction, andgovernment investment projects has played an important role in it, the agent construction system is a key system, thusstrengthening construction agent system is particularly important. According to the survey, some problems still exist inthe agent construction practice, this article embarks fromthese problems, measures of government investment projectsconstruction agent system construction, hope to be able to be helpful for future work.

政府投资项目关系到国家的经济建设，关乎着国计民生，是我国经济 发展的重要动力之一，而代建制则是当前情况下政府主要的项目建设的模 式。但是经过调查发现，由于代建制还处于起步阶段，在建设的过程中还 存在着一些问题需要改进，使这一制度得以优化，建设的更加适合投资项 目的发展。下面本文就简单的介绍一下政府投资项目代建制的含义和意 义，并指出其建设过程中存在的问题，提出相应的解决措施。
一政府投资项目代建制的含义和意义
政府投资项目代建制是一种新型的项目管理模式，它是指政府组织监 察、发改等相关部门，根据相关法律的规定制定出代建制管理制度，并按 照相应的程序委托相应的工程建设公司进行工程管理，直至工程项目竣 工，这种模式制度是利用专业化的项目管理最终达到提高效益的最终目 的。
