摘 要
恐怖主义已经成为了一种国际现象，可以说它的危害已经超过了跨国犯罪、毒品走
私的危害。我国反对一切形式的恐怖主义，不论它是本国的还是外国的。随着国际打击
恐怖主义的深入我国也积极参与并大力支持，已经取得了显著的成效。同时国际各国在
打击恐怖主义的道路上取得了一些宝贵经验。可以说各国在打击恐怖主义的问题上已经
达成了共识，这是积极而难能可贵的。但是不论是在立法上还是在国家间合作上，打击
国际恐怖主义犯罪都有一定的困难，怎样把这些困难消除，需要我们付出更多的努力。
同时就我国的反恐立法举措而言，已经滞后于国际恐怖主义的发展。
本文从国际恐怖主义犯罪的概念出发，深入探讨其特征和构成，指出其危害。简要
列举现阶段国际社会一些主要的恐怖集团和主要犯罪类型并简要分析。简述其发展过程
并分析其出现的原因和实质。其次列举和分析现阶段国际社会打击恐怖主义犯罪的立法
现状，最终分析和探讨我国立法包括刑事立法的相关内容，并对我国立法完善提供一些
建议。

Abstract
The terrorism has already become one kind of international phenomenon , we can say its
damage already exceeding transnational crime and drug smuggling. Our country fights against
all forms of terrorism, whether it is domestic or foreign. With the deepening of the
international fight against terrorism,China also actively participated in and strongly
also has achieved remarkable results. The international countries has
valuable experiences for fighting against can be said that all of countries have
reached a common view for fighting against terrorism. it is positive and valuable. However,
whether in legislation or in the country cooperation,fighting against international terrorism
may have difficulties. We need to pay more effort on eliminate these the same
time, China has been lagging behind the development of international terrorism with our
legislation on anti-terrorism.
This paper depends on the concepts of the international terrorism deeply
discussd and mainly analysed the terrorism crims’characteristics and composition, it also
point out the lists some major terrorist groups and the major crime types on the
present stage of the international paper also described the develepment process
and it analyze the reasons
