高校廉政风险防控机制指的是在高校反腐建设过程中，引入现代管理理念，针对高校廉 政体系建设，建立长效的风险管理机制。这一防控机制包含了***行为的前期监测、中期监 控和后期处理的全过程，对重点***环节和重要部门进行全面防控，有助于提前化解和有效 应对廉政风险。目前，理论界和实务界已对高校廉政风险防控机制的建设展开了深入的讨论 与研究，但大都侧重于研究风险监控的措施。本文引入企业风险管理理论，全面论述了风险 防控机制的建设，以期为高校廉政建设提供具体指导。
一、高校廉政风险与风险管理
风险管理理论产生于20世纪30年代的美国，最初仅限于保险购买规划。1953年美国 经济学家加拉格尔正式提出成熟的风险管理概念，建议保险行业改变以往被动转嫁风险的措 施，拓宽风险管理渠道。
