一、研发背景与必要性

石油化工介质处理现场,多数处于可燃气暴露或存在气体泄露的高危场所,如装车、装船操作,油罐采样、测温、检尺操作,装置区采样操作,容器气体置换或吹扫清洗操作等等。在这些作业中,人体活动静电是现场作业不可避免的隐患源。二十世纪七、八十年代是石化企业人体静电事故的高峰期。如某炼厂1971年“”航煤槽车采样爆炸,北方某加油站1976年3月、5月和1977年4月测温爆炸,上炼1981年“”甲苯罐测温爆炸,抚油二厂1985“” 航煤罐采样爆炸等。这期间国外同类事故报道亦较多,如日本1961
