基于投入产出分析河北省产业结构的变动

摘要
产业结构的调整是一直是经济发展中所要重视的问题，产业结构的合理和产业间的
协调发展有利于促进经济的发展。当前处于“十二五”开局之年，河北省产业结构调整
和升级仍是政府和人民十分关注的问题。本文正是从政府和人民关注的问题出发，通过
数据分析河北省产业结构调整和升级的趋势变动，希望对河北省产业结构的调整提供一
种参考意见。
本文首先根据 1998-2009 河北省公布的数据来分析河北省产业结构的基本现状，主
要分析三次产业的发展速度、三次产业的投入情况和三次产业结构情况，得出我省三次
产业发展不平衡与长期产业重视程度以及产业之间投入产出有着直接的关系；其次，我
们根据 2002 年和 2007 年河北省投入产出表来分析产业结构之间的变化，主要通过消耗
系数对比分析、投入状况分析、最终消费变化以及产业之间的关联度，探索不同产业与
经济增长关系，确定当前主导产业以及瓶颈产业，为制定政策提供依据；再次，根据SDA
结构技术研究各个产业之间的变动，找出影响产业部门变动发展的主要因素；最后，通
过河北省产业结构变动与经济增长的实证实析，得出产业结构变动能够促进经济增长。
通过分析得出河北省产业结构调整和升级的方向：加强第一产业的基础地位，转移
农村剩余劳动力；大力发展高、精、尖技术产业和主导产业，走新型工业化道路；优化
第三产业的发展，发挥第三产业在吸纳劳动力方面的优势，稳步提高其就业比重和增加
值比重。

Abstract
The adjustment of industrial structure is an important issue ，it is the reasonable industrial
structure and the coordinated development between businesses that is the basic premise and
important guarantee to the healthy and rapid development of economy. Currently in the
"second five" first year，Industrial restructuring and upgrading of Hebei Province is still an
important issue to the Government and people .The article provide an idea for the adjustment
of industrial structure through the data analysis of the changing and adjusting of the industrial
structure in Hebei Province.
This article begins with the basic status of the industrial structure in Hebei
Province .Firstly, I find that uneven development of three industries come to our province and
long-term industrial emphasis and between industries has a direct relationship between the
input and output through the main rate of development of three industries, the input of three
industries and three cases of
