In september,2006, the government promulgate 《"Eleventh Five-Year" period of cultural development planning framework 》, strengthening the public cultural service as an important part of cultural construction. This is the first time for th e government to put fo rward the concept of public cultural service. Developing minority cultural undertakings, on the one hand, offers a basic guarantee to public cultural rights of the minor ity, on the other hand, offers an poach munication and identity between different nationality, so it is very meaningful to the stability and uni on of the nation.
