The Mice In Council
The Mice summoned a council to decide how to devise the best means for obtaining notice of the approach of their great enemy the Cat. Among the many plans, the best one was to tie a bell to the neck of the Cat that the Mice being warned by the sound of the tinkling .They can run away and hide themselves in their holes when the cat approaching. But when the Mice had a further debate who among them could "bell the Cat" ,there was no one willing to do it.
