刘铭传近代化思想剖析

摘要:刘铭传在台湾视番民为朝廷赤子;实施新政,提倡以商立国;兴铁路、挖煤矿均取得卓著成绩;
首创近代邮政竟早于大陆。因知识局限,终仍袭乃师“官总其纲”。

On the modernization thought of Liu Ming - chuan

Abstract :Liu Ming - chuan contributed all his efforts to Taiwan ,such as being friendly to the original inhabitants ,education
developing ,setting up defenses ,constructing railway ,exploiting mine ,launching postal service. He advocated founding the country
by business rather than by agriculture ,the old traditional pattern. And these lead to good effect. In the practice ,however ,the busi
ness policy he mended still acted by the government’s domination. Consequently he could not understand all the meaning of
the modernization in that time.

刘铭传的近代化建设思想,有着自主性的特征,对之弊,但收效仍很显著。
内对外都是如此。首先,刘铭传通盘考察海口,设防配械。1885 年
起,创办军事工业,“制出枪子, 能与外洋来者无二

也”⑤。对军裁汰老弱病残“严肃营规”, “挽回积习”, ,
刘铭传本是一员武将,但他“雅不以武功自震暴, “以备捍乱保邦”⑥。
尤殚精经世之务”①。他出任台湾巡抚就是为施展其清赋则与整肃吏治相结合。刘铭传指出,台地原
