**街道领导干部包村制度
为加强对村级工作的指导，推动村级管理制度的落实;推动我街道经济社会更好更快发展。街道党委、办事处研究决定，全面加强对各社区各村的领导包靠，具体如下。
一、组织领导
重新调整包村工作领导小组，党委书记任组长，办事处主任任副组长，包村领导为成员。下设办公室，由党务副书记任办公室主任。
二、工作思路
加强村级组织建设，以落实村级管理制度，提高村班子民主决策、民主管理水平为重点，通过对村工作的指导、推动，促进村级工作健康有序开展，以村的稳定促进全街的和谐发展。
三、工作职责
1、政策指导。加强对村工作的政策指导，保证村各项工作符合现行的政策法规和上级的有关规定。
2、程序把关。按照村民自治的相关程序，指导村开展民主决策、民主管理、民主监督，确保村级各项决策和管理工作公开、公平、公正，规范运行。出席“两委”联席会议、党员会议、村民代表会议、村民会议、户代表会议，对会议的内容、重大事项的决策程序进行把关。
3、工作推动。指导村认真执行上级党委、政府工作部署，保证各项工作扎实有效开展，高标准落到实处，协助做好群众工作，保证村级重大决策、重点工作的实施。
