摘 要
随着电力体制改革的不断深入,传统的人力资源管理受到了新的挑战。为适应
新形势的需要,针对齐齐哈尔电业局的行业特点,对人力资源现状进行了分析,并
对未来五年的人力资源变化趋势进行了预测,根据国内外人力资源规划研究情况提
出了齐齐哈尔电业局人力资源发展目标和主要工作及技术保障措施。本文阐述了,
只有建立科学的人力资源规划体系,才能确保企业在变化的内部和外部环境中又好
又快地持续发展。

ABSTRACT
With the power system has deepened the traditional human resource management
by the new challenges. To meet the needs of the new situation, against Qiqihar Electric
Power to the characteristics of human resources for the analysis of the status quo, in the
next three years as well as human resource changes in trends in the forecast, and in
accordance with domestic and international human resource planning study of the
Qiqihar Electric Power human resources development and the main objectives of work
and technical protection measures. In this paper, only the establishment of a scientific
and human resources planning system, enterprises in order to ensure that changes in the
internal and external environment or a fast and sustainable development.
