第一章 坚持医院公益性
一、医院设置、功能和任务符合区域卫生规划和医疗机构设置规划的定位和要求
（一）在本辖区（省、自治区、直辖市）内，医院的功能、任务和定位明确，保持适度规模。
（二）临床科室一、二级诊疗科目设置（包括，青光眼、白内障、角膜病、眼外伤、眼底外科、眼底内科、眼肌屈光、眼眶病与眼肿瘤、眼整形、小儿眼科、中医眼科、麻醉科等）、人员梯队与诊疗技术项目符合省级卫生行政部门规定的标准。
（三）眼科重点专业诊疗技术水平在本省、全国眼科领域学科优势明显；诊疗工作量与质量处于本省、或全国前列。
（四）医院有承担本辖区（省、自治区、直辖市）眼科专业急危重症和疑难疾病诊疗的设施设备、技术梯队与处置能力，可提供24小时急诊诊疗服务，并能接受外辖区转入患者服务。
（五）医技科室服务能满足眼科临床科室需要，除了开展一般的常规全身检查项目如：心电图、临床检验、胸片检查等外，能开展眼科专科的特殊诊断辅助检查（至少包括，验光检查、眼底血管造影检查、眼压、视野、眼部超声波、超声生物显微镜（UBM）、眼部光学相干断层成像检查（OCT）、视觉电生理检查、眼病理检查等），并有质量控制。相关专业技术水平与质量在本省（自治区、直辖市）眼科领域优势明显。
