管理暂行办法
第一章总则
第一条为进一步深化我院人事制度改革，规范编制外聘用人员的管理，加强聘用人员队伍建设，优化人力资源配置，提高聘用人员的整体素质，构建和谐稳定的劳动关系，依据《中华人民共和国劳动合同法》、《事业单位人事管理条例》、《云南省人事厅、云南省劳动和社会保障厅、云南省财政厅〈关于机关事业单位使用聘用人员有关事项的通知〉》（云人〔2008〕4号）、《曲靖市卫生事业单位编制外聘用人员管理指导意见》（试行）（曲卫字〔2013〕226号文件）、《曲靖市机关事业单位编制外聘用人员管理办法》（曲人社〔2014〕29号）、《曲靖市机关事业单位编制外聘用人员审核
备案及管理的通知》（曲人社〔2014〕125号）等有关法律法规、规定和要求，结合我院工作实际，制定本办法。
